Overview

Zack Hsu is a senior counsel of the firm’s international law practice. His practice focuses on public international law, international commercial and treaty arbitration, and international transaction.

Prior to joining BSTN, Mr. Hsu served as a Special Adviser of international law to an international law firm Debevoise & Plimpton. Mr. Hsu was also an adviser on international law and climate change issues at the Office of the President of the United Nations General Assembly in 2018.

Mr. Hsu is a member of the International Union for Conservation of Nature and World Commission on Environmental Law.

Experience

Representative Matters

Zack Hsu has intensive experience representing Sovereign States on various international law matters, including issues of climate change, maritime boundaries, human rights and nuclear weapons.

Mr. Hsu advised sixteen States on International Law Commission’s report “Sea-level Rise and International Law,” one State on the issue of cybersecurity, a Caribbean international organization on the issue of renewable energy, and twelve States on issues of refugees and migration.

Mr. Hsu has experience representing Sovereign States in negotiating Free Trade Agreements and Investment Treaties. He also represented Sovereign States and private companies in investment disputes in the world’s principal arbitral forums, including the International Centre for the Settlement of Investment Disputes (ICSID), the International Chamber of Commerce (ICC), and the Permanent Court of Arbitration (PCA).
